Climate-related risks and opportunities are integrated into our Risk Management process aimed at identifying, assessing, and managing business-related risks. Climate-related risks are identified using the standardized methodology of the Enterprise Risk management process.

Scenarios consistent with the goal of limiting the global temperature increase to no more than 2° C by reducing GHG emissions are of utmost importance for our strategic considerations as they imply fundamental changes to the current energy market. We are aware of the potential risk if we cannot fully operate due to exceeding the global carbon budget. During the strategy development and planning processes, we have considered scenarios reflecting various aspects of potential economic, technological, and social developments, along with their implications for the energy market and, consequently, for business.

During 2023, the Climate Risk Management Procedure was implemented. This procedure also states that the Board of Directors (BoD) has the responsibility to review the Group's climate risk assessments annually.

All parties involved contribute to the development of a risk mitigation plan, which is approved by local and Group management and then shared with relevant departments and responsible roles.

Our biodiversity policy and conservation efforts underscore our deep commitment to responsible environmental stewardship. Rompetrol Rafinare – Petromidia (Năvodari) is located in the vicinity of Natura 2000 Sites, at approximately 300 m from the Special Protection Area ROSPA 0060 Tașaul-Corbu Lakes and 1.35 km from ROSPA0076 Black Sea. Also, the last stage of the Wastewater Treatment Plant (the biological ponds) are located on the territory of the Danube Delta Biosphere Reserve.

Rompetrol Energy is located outside the natural protected area with biodiversity sites. However, it is situated in the vicinity of several Natura 2000 Sites:

approx. 300 m from the Special Protection Area ROSPA 0060 Tașaul-Corbu Lakes;

1.35 km to ROSPA0076 Black Sea;

5 km to Danube Delta.

Environmental impact assessment prior to implementation is made to avoid a potential negative impact on biodiversity, for each new project we conduct an. This assessment identifies, describes, and evaluates, as appropriate in each case, the significant direct and indirect effects of a project considering the following factors:

population and human health;

biodiversity, paying special attention to protected species;

the impact on land, soil, water, air and climate;

material assets, cultural heritage and landscape.

The main source of emissions for Rompetrol are the refining processes.

Every year, the company drafts its budget for the upcoming 5 years and the price of EU Allowances for GHG are included in this process, thus influencing investment decisions. The Financial Risk Management Department provides the estimations for the EUAs prices after analyzing forecasts from the main carbon agencies in the market. Considering EU’s ambitious target, prices for EU Allowances are expected to increase in the following years, putting pressure on Rompetrol Rafinare’s financial results. This financial risk has been mitigated by using a hedge program for the necessary volumes of EUAs in the first stage of Phase 4 (2021-2025). Rompetrol Rafinare has access to financial derivative instruments to accomplish its hedge program and lock-in the price for the next 5 years.

Greenhouse gas emissions are regularly monitored and controlled through operational KPIs. According to its GHG emissions management strategy, Rompetrol Rafinare carries out specific activities, grouped under two strategic directions, aimed at mitigating emissions and reducing the CO2 impact.

Air monitoring indicators are reported daily/monthly/annually to the environmental authorities, demonstrating compliance with the requirements of applicable legislation.

Greenhouse gas emissions of KMGI include emissions that are directly caused by our own activity as well as the emissions generated along the value chain that are material and controlled by KMGI.

The two KMGI refineries and Rompetrol Energy fall under the provisions of HG no. 780/2006 regarding the establishment of the commercialization scheme of greenhouse gas emissions certificates, with subsequent amendments and additions, must draw up, annually, a GHG emissions monitoring report.

The inventory of GHG emissions includes all relevant KMGI companies and activities selected based on operational control criterion 100% operated by KMGI.

Water is essential for life, and for the economy and plays a fundamental role in climate change management. The main focus of Rompetrol water management is to reduce freshwater use and ensure there are no emissions to water above the limit values specified by the Water Permit/legal framework.
Rompetrol Rafinare has dedicated internal procedures in place documenting water management. They address water quality monitoring, verification, and maintenance of wastewater transport facilities, sealing and isolation of structures/basins, monitoring of technological processes, checking the quality of process water from the intake to discharge.
All specific pollutants (mentioned in the permits) are monitored in the discharged water, with different frequencies (daily, weekly, monthly, quarterly).

The Accidental Pollution Prevention and Control Plan contains rules and procedures for the management of a possible incident and establishes immediate intervention and control measures to limit the impact and secure the technological installations. Discharges to water are managed by reporting on water emissions in an open and transparent manner and using targets to track company progress regarding water management. Communities and authorities are regularly informed about activities that may have a greater impact on the loading of pollutants into the discharged water (turnarounds, overhauls, technical incidents).

For Petromidia Refinery freshwater withdrawal represented 100% of total water withdrawn and the water recirculation coefficient was 97% for cooling water.

The freshwater supply is provided through a single source. Consumption is monitored via a certified debit-meter and consumption data is collected internally on a daily basis and by the public provider with a monthly frequency. The filtered water from Rompetrol Rafinare comes from the Wastewater Treatment Plant and goes into the Chemical Plant, where it is chemically transformed into demi-water, which has three different destinations:

Rompetrol Rafinare for process water;

boilers for steam production;

local community as hot water (for approx. 1,500 residential buildings).

Freshwater consumption has been managed efficiently across the years, with 3,004 thousand cubic meters consumed in 2023. A significant portion of water is reused within our operations, with 18.1% of total fresh water consumed in 2023 being recycled.

The discharged water volumes have steadily decreased, reaching 8,702 thousand cubic meters in 2023 (including the domestic waste water from Navodari sewage). This reflects not only the scale of our operations but also our comprehensive treatment processes that ensure water is returned to the environment safely.

There was no exceeding of the concentrations value limit for pollutants discharged (including priority dangerous substances) in 2023.

At Group level - the generated waste is managed in accordance with the legal provisions on waste management which are embedded in internal procedures and instructions, ensuring specific waste handling practices like selective collection, appropriate temporary storage, waste recovery or disposal by authorized operators, and comprehensive waste traceability from creation to disposal, maintained for a minimum of three year. These are communicated to all service providers/subcontractors/tenants, who carry out their activity on company sites and they are included in the related contractual documents/clauses (e.g.: HSE Convention).

Efforts to prevent environmental contamination include the strategic placement of euro containers and designated storage areas to prevent soil and water pollution and mitigate air emissions. Petromidia and Vega platforms are equipped with appropriately marked containers and storage areas, minimizing environmental impact. The company also focuses on reducing packaging waste through the use of reusable containers, bulk chemical purchases, and durable or renewable catalysts.

Waste Management

Policy: enhanced waste segregation & sorting, recycling, and preventing and reduction initiatives.

Impact: positive impacts include minimized environmental pollution and conservation of natural resources. A potential negative impact is the cost associated with developing more sophisticated waste management systems.

Relevance: effective waste management is essential for reducing environmental pollution and aligning with regulatory compliance.

Future actions: strengthening waste preventing and reduction and recycling programs, increasing recycling targets, exploring innovative waste-to-energy solutions, and enhancing partnerships for sustainable waste management.

All categories of generated waste are recovered or disposed by certified companies.

Waste sources and streams are identified and monitored from generation to recovery/final disposal. Each member company identifies the categories of waste generated by own activity and documents them accordingly. Depending on the waste category, they are temporarily stored in dedicated locations for recovery/disposal. The entire flow, from generation to recovery/elimination is documented in internal procedures and plans (“Waste management” procedure, waste management yearly plan) and verified during the internal audit process and through internal and external inspections. The waste management flow considers the application of waste hierarchy (prevention - preparation for reuse - recycling – other recovery operations, e.g.: energy recovery - disposal).

In 2023, 95% of the total waste that left the platform Petromida was sent for recovery.

[H2] HEALTH AND WELLBEING

[H2] Partnership with the SMURD Foundation

Rompetrol has been actively supporting the Romanian healthcare system for the past 17 years by strengthening its long-term partnership with the Mobile Emergency Service for Resuscitation and Extrication (SMURD) and the Inspectorate for Emergency Situations (ISU).
Over the years, Rompetrol's support has varied, including providing fuel for medical helicopters, uniforms for volunteers, medical equipment, rehabilitation and equipping of several medical units, acquisition of fully equipped mobile training centers, ECMO medical devices, protective equipment for  rescuers, a mobile intensive care unit with beds, a modern training system for rescuers using VR technology, as well as a portable ultrasound device and an analyzer that ensures rapid patient evaluation and essential blood tests with immediate results, crucial for monitoring critical patients during transport.

[H2] Blood donation campaign

To support blood donation at the national level, Rompetrol in partnership with the Blood Transfusion Center, the Department for Emergency Situations and the SMURD Foundation launched the campaign “Donate blood, save a life and Rompetrol rewards you” between March and May 2022 which totaled over 63,000 donors nationwide.

A similar project was carried out by Rompetrol in 2020, during the pandemic, and during the 2 months of the campaign, approximately 20,000 liters of blood were collected, involving over 44,000 donors.

[H2] Mobile intensive care unit

In 2020, in the context of the coronavirus pandemic, the Group acquired, in partnership with the Romanian National Red Cross Society, a mobile intensive care unit with 12 beds, which was donated to ISU/SMURD, as part of the strategic civil protection reserve. This fully equipped facility can be used anywhere in the country during the pandemic, but also afterwards during calamity or disaster situations, and aims to increase the capacity of hospitals to provide high quality care for patients.

[H2] Medical aid for local hospitals

Together with our partners, the SMURD Foundation, we purchased intensive care beds, individually equipped with ventilators, vital signs monitoring system, consoles with injectomats, infusion pumps and donated to the intensive care unit of the Ploiești County Hospital.

The donated medical equipment meets all clinical requirements, provides critical patients with continuous monitoring, as well as high standard intensive care. As a result, the capacity of the special intensive care unit (ICU) of the Ploiești County Emergency Hospital increased to 20 patients simultaneously.

Thus, the effort continued starting the end of 2020, when Rompetrol purchased four intensive care beds with all the necessary equipment, which were donated to the Constanța County Hospital and the Matei Balș Hospital in Bucharest.

[H2] SMURD mobile training centers

We have donated two mobile training centers to SMURD for use in SMURD paramedic training and emergency medical assistance programs (in 2018).

[H2] Medical Center in Năvodari

In 2023, Rompetrol donated modern medical equipment worth over USD 400,000 to the Multifunctional Health Center in Năvodari. The donation included advanced radiology equipment, facilities for the obstetrics-gynecology department, and equipment for immunology and microbiology laboratories. This initiative benefits the 44,000 residents of Năvodari. The project was carried out in collaboration with various partners: the Constanța County Emergency Hospital, the Năvodari City Hall, and the Constanța County Council.

The Multifunctional Health Center in Năvodari was opened in 2020 to expand the infrastructure and quality of medical services in the Dobrogea area. The two-story medical facility covers an area of over 800 square meters and offers outpatient and emergency services in a space that meets all current health regulations and is equipped with high-quality equipment. The unit includes an external workstation of the Constanța Emergency Department, providing emergency services, a medical analysis laboratory, and an outpatient clinic specializing in surgery, cardiology, neurology, obstetrics, gynecology, radiology, and orthopedics.

The group also purchased and donated medical equipment for the health center in the commune of Corbu, Constanța. The equipment (portable ultrasound, vital signs monitor, defibrillator, stretcher, oxygen concentrator, EKG machines, sterilizer, beds) will serve the 6,500 residents of the villages of Luminița, Vadu, and Corbu.

In partnership with the SMURD Foundation, the group equipped the Năvodari Health Center with medical equipment and supplies worth EUR 300,000, including high-quality microbiology, immunology, and radiology equipment.

[H2] Construction of the MRI anesthesia room at the Bucharest Oncological Institute

In December 2020, Rompetrol and the “Dăruiește Aripi” Association completed the construction and equipping of the MRI anesthesia room at the Bucharest Oncological Institute. The beneficiaries are hundreds of children from all over the country, hospitalized annually with oncological conditions, who thus avoid trips to other hospitals and can complete the entire program of medical tests and specialized treatment in one place. Previously, due to the absence of adequate space, MRI examination of small children was not possible. The pediatric oncology department in this hospital is the largest in the country, the MRI exam being essential in the decision-making process regarding chemotherapy protocols, as well as in the disease monitoring process.

[H2] Investment in the modernization of Constanţa County Hospital

Rompetrol, in partnership with "Dăruieşte Aripi" Association, carried out two projects to modernize the obstetrics-gynecology post-surgery unit and, respectively, the emergency reception unit of the Constanţa County Emergency Clinical Hospital, which serves a population of about one million inhabitants in the Dobrogea area. The post-surgery unit in the obstetrics section has 9 electrically adjustable beds and was equipped with monitors and medical furniture, as well as 4 UVC light disinfection devices. It will also have an electrocardiograph, a defibrillator, a syringe and a secretion aspirator. More than 5,000 patients are hospitalized in the section annually, with various pathologies, while more than 700 require surgical interventions. Rompetrol also supported the rehabilitation works on an area of over 600 square meters in the emergency reception unit, and the installation of a heavy traffic antibacterial PVC carpet, in compliance with the current standards in the field, which will provide optimal sanitary conditions.

[H2] Ophtalmological equipment for Corbu Medical Center

In partnership with the "Dăruieşte Aripi" Association, Rompetrol purchased and donated ophthalmology equipment for the health center in Corbu commune, Constanţa. The medical unit is now fully equipped with high-quality ophthalmological equipment and will serve the 6,500 inhabitants of the villages of Luminița, Vadu and Corbu.

The medical center in Corbu was fully rehabilitated in 2021 by the City Hall and equipped, through a Rompetrol investment, with beds, portable ultrasound, vital functions monitor, defibrillator, oxygen concentrator, EKG, sterilizer.

[H2] Medical equipment for the Năvodari Health Center

High-performance radiology equipment Rompetrol financed the acquisition of state-of-the-art radiology equipment, a total investment of $223,000. This will help the health center treat a much wider spectrum of medical emergencies in Năvodari, being absolutely necessary for medical personnel. Further investments in the local medical facilities target a medical analysis laboratory within the Năvodari Multifunctional Health Center.

We invested also in a obstetrics-gynecology room, in the amount of over $80,000 and consists of establishing and fully equipping an obstetrics-gynecology office within the local health center in Năvodari. This includes ultrasound, optical colposcope, autoclave sterilizer with osmosis, fetal monitor cardiograph and all the specific medical instruments and furniture.

The state of emergency was instituted in March 2020, in response to the pandemic, which in the context of the medical crisis, pediatric oncology patients faced major restrictions due to high infection risk.

Magic Association together with Rompetrol launched the Soul Driver, a project that engaged a large community of volunteers with their private vehicles, to ensure the safe transport of children from their homes to the hospital and back. Since then, Rompetrol supplies fuel for the mobility needs of children who require cancer treatment, helping their families who are already facing a major medical burden.

[H3] Mission

“Soul Driver” is the project started by the Magic Association and Rompetrol in 2020, with the start of the pandemic. Rompetrol provides fuel, and volunteers from all over the country transport the sick free of charge, under safe conditions, from home to the hospital and back home. Most of the beneficiaries are patients with oncological conditions, especially children. There are hundreds of people involved and hundreds of thousands of kilometers traveled so far.

The project "Soul Driver" means a community of over 350 volunteers, amazing people who set off at any time of the day or night, in any season, to drive safely, and free of charge, from home to the hospital and back home children who need specialized medical treatment, mainly oncological.

[H2] Partnership with the Dăruiește Aripi Association

Rompetrol supports the activities of the Dăruiește Aripi Association by backing the home care project for children with oncological conditions in Bucharest and nine other counties across the country.

Launched in 2018, the project has resulted in over 3,100 home visits and more than 180,000 kilometers traveled to reach children in need of medical care at home. As a result, more than 435 children have been spared repeated trips to the hospital, unnecessary hospitalizations, and long hours spent in waiting rooms.

The project’s objective is to increase free access to medical services for children with cancer, especially those from rural communities and disadvantaged areas. The program includes medical procedures from the treatment plan that can be safely performed at home, upon the recommendation and under the supervision of the pediatric oncologist, in collaboration with Romania’s pediatric onco-hematology departments and their medical staff.

The home medical care program is managed through an IT platform (DARA) to integrate the services provided at home into the child’s complete digital medical record.

efix fuels, designed and produced at Petromidia, our refinery in Năvodari, have an optimal combination of additives and active compounds, which not only clean valves and injectors, but also reduce fuel consumption and increase engine performance, whatever the configuration of your car.

With its high octane rating, efix gas offers easy starting and quicker engine response in demanding conditions - overtaking, hill climbing, high load.

Efix S Diesel 55, efix diesel with a cetane number of 55 allows for stronger internal combustion, which results in a more efficient fuel combustion process. Thus, diesel engines consume less fuel, but offer more power and engine protection.​

With the launch of the efix range, Rompetrol has implemented new quality standards and is the first and best known fuel brand to ensure engine protection.
