Alcalde Segundo Yugsi Tenelema nació en la comunidad de Pucarsol de la Parroquia Honorato Vásquez, cantón y provincia del Cañar. Está casado con la abogada Isidora Yupa Yupa y es padre de tres hijos: Inti, Sisa y Tamia. Sus estudios primarios los realizó en la escuela Isidro Ayora de la parroquia Honorato Vásquez; la secundaria lo realiza en el Instituto Técnico Andrés F. Córdova de Cañar; mientras que los estudios superiores los realiza en la Universidad Católica de Cuenca sede Cañar donde se gradúa de Abogado. En la Universidad Regional Autónoma de los Andes, obtuvo el título de Magister en Derecho Constitucional. Actualmente cursa un Doctorado en Ciencias Políticas y Sociales en la Atlanta Internacional University de Estados Unidos. Desde muy joven conoció y se vinculó a las organizaciones sociales e indígenas donde participó en amplios proceso de formación política – ideológica, lo que lo definen como un hombre de izquierda y defensor de los derechos humanos individuales y colectivos. Ya como profesional prestó servicio de asesoría jurídica a las organizaciones comunitarias como la ASOAC, AIEC, UPCCC y comunidades indígenas del austro del país. Segundo Yugsi ha ejercido la docencia en la Universidad Católica de Cuenca y la Unidad Educativa Intercultural Bilingüe Sisid. Actuó también como expositor y conferencista en temas de derechos y Justicia de los pueblos indígenas del Ecuador. En su trayectoria política – organizativa podemos citar que fue coordinador Nacional de la Red de Defensores Indígenas de Derechos Humanos del Ecuador; Presidente de la Asociación de Abogados Indígenas del Cañar y Defensor de los criminalizados por la protesta social del 2015. Es militante activo del Movimiento de Unidad Plurinacional Pachakutik por más de 20 años y fue su coordinador cantonal del 2009 al 2012.
